About JSSC
Jiangsu Shipping College（JSSC）is a full-time regular institution of higher education approved by the People’s Government of Jiangsu Province and jointly established by the Provincial Department of Transportation and the People’s Government of Nantong City. Founded in 1960 as its predecessor, Jiangsu Nantong River Transportation School, the institution has evolved through distinct stages of transformation, leapfrog development, and high-quality development.Its key historical milestones include beginning a transformation towards maritime transportation vocational education in 1979, being renamed Jiangsu Nantong Maritime School in 1989, being selected as one of the first nationwide pilot schools for higher vocational education classes in 1996, being upgraded to Nantong Shipping College in 2000, and finally being renamed to its current name in 2020. Through this progression,it has evolved into a maritime vocational college with a complete academic system covering the entire spectrum of waterborne transportation, including Shipbuilding, Operations, Management, Port, Waterway, and Logistics.
The institution occupies an area of nearly 1,000 mu (approximately 165 acres) with a construction area of 370,000 square meters. Its academic structure comprises eight secondary colleges: Navigation Technology, Marine Engineering, Ship and Ocean Engineering, Transportation Management and Economics, Traffic Engineering, Intelligent Manufacturing and Information, Humanities and Arts, and International Education College. It also includes two General Education Units: the Marxism College and the Department of Fundamental Studies. The institution has a population of more than 13,000 students and over 700 faculty and staff members.
JSSC enjoys a high reputation among domestic higher vocational colleges. It has been designated as a selected institution for high-level specialty clusters with Chinese characteristics and recognized as a national high-quality vocational college. The college is also among the first batch of national model (key) vocational colleges, serves as a national model college for transportation vocational education, and was rated as an excellent institution in the Ministry of Education’s assessment of talent cultivation in higher vocational colleges. At the provincial level, it is one of the first batch of model vocational colleges in Jiangsu Province and a selected institution for high-level vocational colleges in Jiangsu Province.
JSSC holds multiple leadership positions across prominent organizations, serving as the Chair Institution of the National Maritime Vocational Education Group, the Chair Institution of the Vocational Education Branch of the China Transportation Education Research Association, the Executive Vice-Chair Institution of the Maritime Branch of the Jiangsu Provincial Comprehensive Transportation Society, and the Chair Institution of the Jiangsu Zheng He Research Association.
The college has been honored as one of the “Top 50 Colleges in China”on more than ten occasions across various metrics, including comprehensive strength, employment quality, international influence, service contribution, teaching resources, and student satisfaction. Additional accolades include winning the “Excellent School Award” in the 8th Huang Yanpei Vocational Education Award, being selected as a pilot college for national digital campus development, and participating in the Ministry of Transport’s special pilot project for the “Transportation Powerhouse” initiative.Most recently, JSSC completed the first phase of the national “Double High Plan” construction in 2024 and was selected as an institution for the second phase of the national “Double High Plan”in 2025.

In strict accordance with the general requirements for Party building in the new era, we have resolutely shouldered the political responsibility of exercising full and rigorous Party self-governance, upheld and strengthened the Party's overall leadership over the institution, and diligently implemented the “Regulations on the Work of Grassroots Organizations in Ordinary Institutions of Higher Learning of the Communist Party of China.”
We have comprehensively advanced the “Strengthening Foundations and Striving for Excellence”project for grassroots Party organizations, and innovatively carried out the development of star-rated Party branches and “Four-Strong”Party branches—those that are strong in politics, organization, leadership, and service. By deeply leveraging the dynamic advantages of grassroots Party building in industrial development, technological innovation, and talent cultivation, we took the lead in launching a special initiative under the Party committee of Nantong’s high-tech shipbuilding and marine engineering industrial chain, aimed at serving the development of new quality productive forces.
Under the coordination of the industrial chain Party committee, we released 10 school-enterprise collaborative technology breakthrough projects, igniting a “red engine” to drive the growth of new quality productive forces in shipbuilding and marine engineering.
Our efforts have been recognized through multiple achievements: one national-level and one provincial-level exemplary Party branch for Party building work have passed acceptance inspections; one Party branch was selected as a cultivation unit for the Ministry of Education’s special initiative “Strengthening the Nation through the Actions of Double-Leading Teacher Party Branch Secretaries.”

Unique Program Characteristics
JSSC comprehensively implements the Party's educational policy and adheres to the fundamental task of fostering virtue and nurturing talent. Its overall development strategy is themed “Harnessing Water as Our Lifeline, Thriving Towards the Oceans, Benefiting the World with Virtue, and Illuminating the Five Continents with Maritime Excellence.” Guided by the philosophy of “ building a strong college through quality, empowering it through talent, and invigorating it through distinctive features,” JSSC meticulously aligns its development with national strategies—such as building a strong transportation network and a leading maritime power—as well as with provincial and municipal initiatives, including Jiangsu's Waterborne Transportation plan, its “1650” modern industrial system, Nantong’s “616” modern industrial system, and the “322X” modern marine industrial system.
JSSC offers 41 academic programs in fields such as Nautical Technology, Marine Engineering, Naval Architecture, and Port and Waterway Engineering. This has enabled the formation of a “2+4+N” Program Cluster structure. This system is led by high-level national “Double High Plan” program clusters, supported by provincial-level high-level clusters, and grounded by school-level clusters. Together, they form a comprehensive transportation program layout described as “maritime programs forming the core, land transportation and general aviation programs as the two wings, with all programs developing in a coordinated manner.”

In terms of quality assurance, JSSC has established four key systems based on the ISO9001 standard and relevant national regulations: an education quality system, a training quality system, an integrity risk prevention and control system for key areas, and an internal control system. These have been integrated into a unique, internally-driven quality assurance mechanism. The effectiveness of this system is demonstrated by one of its cases being selected as a national exemplary model for teaching diagnosis and improvement in vocational colleges.
Robust Faculty Resources
Adhering to a dual strategy of cultivating internal talent and recruiting externally, it upholds the principle of balancing moral integrity with professional competence. The institution has implemented four key faculty development initiatives: “Leading by Distinguished Teaching Faculty, Cultivating Innovative Teaching Teams, Enhancing Scientific and Technological Innovation Teams, and Training Entrepreneurship and Innovation Mentors.” These measures have fostered the formation of a high-caliber, structurally sound faculty team that integrates full-time and part-time members, characterized by “guidance from distinguished teachers, support from key faculty, bilingual and dual-qualified instructors, integration of academia and industry, innovative spirit, and an international outlook.”
In strict accordance with the requirements of the central and provincial committees on strengthening and improving ideological and political work, the university prioritizes the development of its ideological and political work team. It ensures adequate staffing and reinforces the roles of full-time counselors, ideological and political course instructors, and mental health education teachers within its organizational framework. Currently, the college employs nearly 700 full-time faculty members, nearly 40% of whom hold senior professional titles, and over 80% possess master's degrees or higher. The proportion of "dual-qualified" teachers approaches 90%.
JSSC boasts a number of prestigious national-level teams and platforms, including one Huang Danian-style teaching team in higher education, one national-level vocational education teaching innovation team, one national-level ideological and political education team for courses, one national-level skill master studio, one national-level training base for "dual-qualified" teachers, and one national-level training base for teaching innovation teams. Additionally, it is home to four recipients of special allowances from the State Council, one national-level teaching master under the “Ten Thousand Talents Program,” seven national-level teaching masters for ideological and political education in courses, one national-level “Transport Figure of the Year Award” , and a cumulative total of 15 individuals who have participated in major national projects and engineering constructions.
Excellence in Teaching & Learning
It has pioneered the establishment of one national-level teaching resource repository for Marine Engineering Technology and contributed to the construction of six other national-level teaching resource repositories. The institution possesses seven national-level courses, encompassing excellent online open courses and model courses for ideological and political education in curricula, along with 29 provincial-level courses, including online open courses, model courses for ideological and political education, and high-quality English-taught courses. Additionally, JSSC has compiled 16 national-planned textbooks and 17 provincial-level key textbooks.
It has methodically developed 37 virtual simulation training bases across various levels and categories, and has been granted one national-level “14th Five-Year Plan” education-strengthening vocational-education integration training base. The college has established eight national-level training bases and nine provincial-level ones. Moreover, it has founded nearly 300 off-campus internship and employment bases and has partnered with enterprises to co-construct three productive teaching internship vessels: the “Hailan Zhizhou,”“Changyangmen,” and “Changchunmen.” In terms of accolades, the college has received two first prizes and one second prize for national teaching achievements, as well as one first prize and one second prize in the inaugural National Textbook Development Awards.

Consistently adhering to its educational mission of “serving the comprehensive development of individuals, economic and social development, and national development strategies,”the school advances the project of fostering virtue and nurturing talent in the new era under the guidance of high-quality Party building. One of its departments has been selected as a pilot unit for the comprehensive reform of the mechanism for fostering virtue and nurturing talent in the construction of a strong educational province. The employment rate of the school's graduates has consistently remained above 98%, with a relevant employment rate exceeding 75%. For four consecutive years, the school has received an "A" rating in Jiangsu Province's quantified supervision of employment work. The school's employment work case, titled“Focusing on National Needs, Innovating Work Measures, and Delivering High-Quality Talents for the Construction of a Maritime and Shipping Power,” has been selected as a national-level typical case in the employment and entrepreneurship work for graduates of ordinary higher education institutions by the Ministry of Education. Student satisfaction and employer satisfaction have consistently remained around 97%.
The college places emphasis on cultural education, leverages students' individual strengths, and adheres to the principle of promoting learning and teaching through competitions, achieving remarkable results in student competitions. Over the past five years, student teams have won one first prize in the National Vocational Student Skills Competition, three gold medals in the World Skills Competition for Vocational Colleges, seven gold medals in the China International "Internet+" College Students Innovation and Entrepreneurship Competition, one gold medal in the national competition of the “Challenge Cup”College Students Business Plan Competition, and two gold medals in the Second National College Students Career Planning Competition.
Significant Progress in Industry-Education Integration
JSSC closely aligns its development with the needs of key sectors such as waterborne transportation, ship and offshore engineering, port logistics, and intelligent equipment. By fully leveraging the collaborative strengths of multiple stakeholders—including government bodies, industry associations, enterprises, and educational institutions—and relying on in-depth cooperation platforms such as the Council of Jiangsu Shipping College and the National Maritime Vocational Education Group, JSSC continues to deepen industry-education integration and school-enterprise cooperation. It has taken the lead in establishing a number of key entities, including the Nantong Ship and Offshore Engineering Equipment Industry-Education Consortium, the Intelligent Manufacturing Equipment Industry-Education Consortium, the Smart Port Industry-Education Integration Community, and the National Digital Navigation Industry-Education Integration Community. Together, these form a new matrix of industry-education integration platforms covering major maritime industries.
JSSC continuously promotes strategic cooperation with leading industry enterprises, jointly establishing 10 modern industry colleges, such as the Haishun Industry College, China Merchants Heavy Industry Industry College, and Smart Port Industry College. The Yangzijiang Shipbuilding Field Engineer Program has been selected for the national special training program for on-site engineers in vocational education. JSSC has been awarded two national “14th Five-Year Plan” industry-education integration training bases to strengthen the education sector, along with three municipal-level industry-education integration demonstration majors in Nantong. JSSC has also received the “Contribution Award for Institution of Higher Education in Nantong Serving the Local Economy” for multiple consecutive years.
JSSC comprehensively advances talent cultivation through the modern apprenticeship system with Chinese characteristics. In collaboration with key enterprises such as CHINA MERCHANTS GROUP, COSCO SHIPPING, NANTONG COSCO KHI SHIP ENGINEERING CO., LTD. ( NACKS), and JJIANGSU ZHONGTIAN TECHNOLOGY CO., LTD (ZTT), it offers modern apprenticeship order-based classes, including the “Maritime Craftsman,”“Ship Craftsman,”“Xingyuan Star,”and “National Craftsman Program.”Under this model, enterprises “place orders based on demand,”and secondary colleges develop tailored talent cultivation plans accordingly, forming customized classes. Globally Recognized International Education
The institution actively engages in a broad spectrum of international exchange activities, delves profoundly into Sino-foreign cooperative educational endeavors, and is at the forefront of exploring innovative avenues for the globalization of education. As a distinguished member of the World Maritime Education and Training Association, JSSC extends its educational offerings to international students across six distinct majors.
Under the auspices of the “Belt and Road” Initiative, JSSC is dedicated to serving enterprises that are expanding their global footprint, commonly referred to as “going-global” enterprises. In a significant collaborative move, the school has co-established a cross-border school-enterprise community entity known as “Singapore (Nantong) International Maritime Institute (SNIMI) . ”Furthermore, JSSC has extended its educational reach by setting up overseas education sites in countries such as Myanmar and Cambodia, thereby enhancing its international presence.
At present, JSSC has forged robust international cooperation and exchange relationships with more than 30 universities and colleges spread across over 20 countries and regions, including the United States, Canada, Germany, the United Kingdom, Singapore, Indonesia, Malaysia, and Australia. The school has meticulously crafted three teaching standards for the majors of Nautical Technology and International Cruise Steward Management, along with core curriculum standards tailored specifically for these majors to cater to the educational needs of ASEAN countries. Additionally, JSSC has developed a comprehensive portfolio of 50 courses, four of which have been honored as high-quality English-taught courses for international students in Jiangsu Province.
JSSC has also played a pivotal role in training approximately 3,000 senior crew members for multinational corporations, drawing from a pool of 108 domestic and foreign ship owners and shipping companies. In a remarkable collaborative effort involving “two institutions, two enterprises, and one association”—namely, Politeknik Maritim Negeri Indonesia (POLIMARIN), ZTT Group Co., Ltd., Shanghai Sinoship Seafarers Management Co., Ltd., and the Jiangsu Zheng He Research Association—JSSC has jointly established the “Indonesia Zheng He College (Semarang)” and the “Indonesia Zheng He College (Jakarta).” Moreover, the collegewill co-found the Cambodia Zheng He College in partnership with SBKU in Cambodia, and the Kenya Zheng He College (Nairobi) in collaboration with Suqian University, the University of Nairobi in Kenya, and Jiangsu Zhengyuan New Energy Materials Technology Co., Ltd. These initiatives collectively represent a groundbreaking paradigm shift in the globalization of vocational education.
